Went through their manager list of Ten Haag, Rodgers, Poch etc, all rejected Then signed an Italian DoF, went through his list of Conte, Fonseca and Gattusso, all rejected them. But I imagine you're right, they're missing something fundamental or part of the deal is an absolute no brainer to them.
