Probably because it’s a World Cup and they come round once every four year. Losing on pens in the quarter finals of a World Cup isn’t the same as losing in the quarter finals of the League Cup.

Silly me, ref was correct:-
 

Rule 27b subsection c - “Intentional handball should be punished with a yellow card unless the culprit is a really really famous legend of the game in his last World Cup”

Every other time, they know there is another game in a week.

World Cup comes around every four years - they may only have one or two opportunities in their career.

Factoring everything in its the match of the tournament so far for me.

 

The needle added to the entertainment too. Despite meh football until about the 70th minute the other 50 and penalty shootouts were off the scale.
