its all on Top, he is the boss and in any other organisation in the world these people would not be employed after continuously failing objectives.

and the blame is on Top, Rudkin and Whelan, 

the recruitment team and cooper worked together to pick out targets, give the list to rudkin, and he takes 4 days to read the first name etc

Top lacks every skill, talent, nouse and experience that made Vichai such a shrewd and successful businessman. The club simply hasn't been the same since the crash. 

Therefore, those around Top must massively share the blame. Rudkin and Whelan in particular must have a good, long look in the mirror. The former for the shambles on the pitch, the latter for the financial mess we're in. Because taking care of those two areas are literally their jobs.
