You're right actually. I've been racking my brain to think where this doesn't apply, from Laurel and Hardy slapstick through Stephen Wright's deadpan to Peter Kay's brilliant observational comedy. They all have some logical point to them that makes the joke work. The premise, the set up, then the punchline.

I think in this case, if the punchline is "why the long faces", the internal logic is the fact that horses have long faces.
