It's quite possible that Kapustka refused to go without that being part of the deal, we can only guess.

If we have given them the option to buy at a fixed price they've paid for that with the loan fee being bigger than it should be or maybe after being here a year he's clearly not rated? Either way Freiburg haven't rocked up and dictated the terms, they were in no position to make one sided demands.
