Yes and it happens more frequently lately. As I posted yesterday the West Ham vs Fiorentina final in Prague is a "very high risk" game. If I'm not mistaken each team will be given only 4000 tickets.

Ridiculas given west ham averaged around 60,000 for their games in europe.  The Fortuna Arena holds little over 19,000.  Bizarre choice.

Similar to last season in Albania 

assume uefa choose host stadiums for two seasons 

so will be larger from next season (32,500 aek Athens )

They didn’t actually. Prague only got awarded it in May last year. Just UEFA being stupid as per

But stadiums aren't decided on what the average gate for each club is?

There should be a minimum stadium size for finals though. Particularly as uefa executives will take over 10k for themselves.

 

There are hundreds of clubs in Europe with bigger home attendances than 19k, it's a completely inappropriate choice.

Exactly! Even if smaller clubs make the final and somehow don't sell their allocation there are plenty of football fans across Europe who would want to attend as neutrals.
