I would say True Value is the value of the player depending on his level of skill, difficult to quantify, as you can only compare the fees of similar players, but it is a starting point. The market value is the amount a team is prepared to pay, depending on how much they want the player. It is arbitrary as all and teams will always want to pay as little as possible to get there man, but sell for as much as possible, all about negotiations.
