Health Secretary Matt Hancock says Government is dealing with coronavirus 'outbreak' in Leicester during daily briefing

A coronavirus 'outbreak' has been highlighted by NHS track and tracing according to the Government.

According to Health Secretary Matt Hancock, an example of an outbreak in Leicester was cited as proof the scheme was working.

Speaking at today's daily briefing from Number 10, he said: "the good thing is that we are seeing a reduction in the number of people dying from coronavirus and indeed a reduction in the no of people dying overall.

"So that there are now just slightly fewer peoplr dying than in a normal June week in a normal year.

"And we are doing much more to be able to trace these individual outbreaks

"For instance there is an outbreak right now in parts of Leicester that we;re working hard to track down and we;re putting in a mobile testing unit and we;re working hard in that."

He added the Government was working with the local council and director of public health.

He said: "There are these local outbreaks, we've seen them all the way through and we now have a system in place to spot them and take local action.

"It;s natural as lockdown lifts the next move it to more local action."

A Mobile Testing Unit (MTU) was set up in Evington in support of the COVID-19 National Testing Programme from today.

Testing is by appointment only via https://www.gov.uk/guidance/coronavirus-covid-19-getting-tested

Mobile units are only in a location for a few days, and have an integrated one-way system that allows people with an appointment to attend for either walk-in or drive through testing.

It is not known if this was brought to the city in response to a specific outbreak.

The eligibility criteria for tests have been extended to include:

Anyone aged over the age of 5 with symptoms
Essential workers will be given priority.

More guidance can be found at https://www.gov.uk/guidance/coronavirus-covid-19-getting-tested#who-can-be-tested

Cllr Vi Dempster, Assistant City Mayor for Health for Leicester City Council said: “This latest mobile testing unit will make it even easier for local people with coronavirus symptoms to get a test.

"People do need to remember to book an appointment before travelling for their test, both for this mobile unit and the facility in Birstall. It is also important to book their appointment as soon as they develop symptoms.”

There have been seven new cases of Covid-19 recorded in the county, meaning there are now 2,368 people in Leicestershire who have tested positive for coronavirus, according to Public Health England figures released today (Thursday, June 18).

That’s not correct for England and Wales

The following groups of people can ask for a test through the NHS website:

anyone in England and Wales who has symptoms of coronavirus, whatever their age

Seems like it was common misjudgement not just the UK

The UK follows Germany, Italy and Denmark among others in switching from a so-called "centralised" approach to a "decentralised" one.

Whilst that may very well be true, as far as I'm aware, Germany and Italy now have apps up and running, whilst France have managed to release their app built around a centralised framework.

When's ours coming?

It was well documented (on here too) that the proposed U.K. govt route to an app was going to fail because it was set against google and Apple systems ......... astonishing that more wont be made of this complete ineptness .....yet again, the U.K. is destined to follow its own path and It’s the wrong one .....

Why didn't they just outsource it.

If it was NHS Digital (don’t know if it was) building it then it’s basically outsourced anyway. The amount of consultancies they work with is staggering.

I'm afraid the Asian community in Leicester are not helping themselves. Very early in the lock down I witnessed a group of 7 or 8 lads playing football on Abbey Park. Two weeks ago 9 males, all but one of which were Asian, gathered on one tennis court on Western Park to do some sort of training.

I have travelled around several areas of Leicester in my role with the local authority and there are far more case of breaches of the lock down in non white communities.

When I heard the news that there was a outbreak in Leicester, I figured why.

New study highlights the issue of diabetes in south Asian community making them far more vulnerable to COVID and higher chance of dying.  Apparently black community are at no more likelihood of death than white but it seems are disproportionately infected which is likely down to background socio economic reasons.

I'm afraid the white/male/young community in Leicester are not helping themselves. Very early in the lockdown, I witnessed groups of lads socialising, jogging and exercising on a climbing frame in Victoria Park. They were all male, most of them were young and the overwhelming majority were white.

I've also heard that there was recently an outbreak in Durham. I understand that almost 50% of the population of Durham is male, many are young - and the vast majority are white.

When I heard the news that there were outbreaks in Durham and Leicester, I figured why.

Yes, that's meant as a pastiche but is based on a true experience that I reported at the time (below).

2 points:

- There are limits to the value of anecdotal information, as the differences between your anecdotal information and mine show. Maybe proper research would show that particular races are worse at social distancing, maybe not, but better to delay judgment until such balanced information is available, rather than make assumptions based on anecdotal experiences.

- You seem to focus on the race of the people you saw. Yet, by your account, whereas at least 1 man was non-Asian, all of them seem to have been male and it sounds as if all were young(ish). Why aren't you also drawing attention to the "male community" and the "young community"?

Here's my post (8th April, old Coronavirus thread). I didn't mention their race but most (maybe not all) the blokes I saw were white. Of course, my anecdotal report that they were overwhelmingly male and young is also of limited value:

"Just went for my once-every-couple-of-days walk round local streets and Victoria Park. It was the most people I've seen out on the streets and in the park for about a month! In Victoria Park, there were lots of people going around in pairs and quite a number in threes and fours - almost entirely young men, so probably very few who were couples or from the same household. It was hard to physically avoid people at times. There was even a bloke exercising on the climbing frame in the closed-down children's playground - and a couple of blokes ran past in front of me, stopped and one of them was repeatedly spitting on the pavement not that far from me...."

What Leicester needs from the Government to tackle coronavirus outbreak

NEWS

Sir Peter and Mr Hancock discussed the situation this morning

Leicester needs much more data from the Government before it can start to do anything to tackle the coronavirus outbreak in the city, which was revealed by health secretary Matt Hancock last night.

Mr Hancock announced the city had been hit by a spike in positive tests for the virus during the daily Downing Street briefing yesterday.

The city’s director of public health Ivan Browne subsequently said latest figures from Public Health England show that 2,494 Covid-19 cases have been confirmed in Leicester since the start of the epidemic.

Of these, 658 cases were reported in the last two weeks.

Mr Browne said there had been a significant increase in positive tests in the city and added further detail.

So far no particular neighbourhood or part of the city has been officially identified as areas which have seen a sharp rise in cases.

City mayor Sir Peter Soulsby said the the difficulties with pinpointing areas because the testing data being given to the council did not contain enough information.

The mayor, who was due to be speaking with Mr Hancock about the situation on a conference call this morning, said: “What I will be telling him is that we much better quality data and much more extensive information.

“What we have is information about a tiny fraction of one per cent of the population of Leicester who have been tested.

“And it doesn’t have crucial detail about where people who have been tested are from.

“We need home postcodes, places of work, places of worship that have attended.

“And crucially given the different impacts the virus has on communities we need to know the ethnicity of people being tested.”

He added: “That is the only way we can get a proper picture of what is happening, what communities are being affected and then start to do anything about it.

“At the moment we are reliant on people with symptoms almost self-diagnosing, being able to travel to a testing station, and being motivated to do so.

“If any one of those things is missing is it is very hard to get a clear picture of the situation.”

The alert system was rendered entirely meaningless when they pressed ahead with easing lockdown measures regardless of the fact that the alert level hadn’t changed.

I preferred the 3.5 vibe we got at the start.

Good.  The quicker we can move to opening everything up the better.  Note no resurgence in other European countries which are back to close to normal.

You know there's every chance that's owing to the public actually listening to guidance.

I'm not saying you're wrong but I also think it relies on the general public listening. You think the British are able?

I still find it reassuring that the 4 UK CMOs have agreed the threat has lowered... only really pay attention to what they say these days!

That's the bit that has reassured me. Not bothered by what the government say, at this point. I'll keep myself safe and still refusing to just go browsing shops, despite their best efforts. But seeing the different scientists from various nations agree puts me a lot more at ease that the situation is improving.
