The players foot looked on the line to me therefore it's a penalty. Fouls on the line are always included as in the box, not outside.

Either way it's a contentious decision which refs often try to 'even up' throughout the game

Probably not, but I'd you'd expect them to probably be chasing the ball slightly more in the Premiership as they invariably won't have as much possession.
