Sorry to be pessimistic but there's not chance he'll go for that fee without being a home grown player. That mark is most likely to be broken by Maddison or Barnes but they too would have to improve a lot until those figures are talked about. I think CB is becoming more of a premium position -- at least for the select few who can play the ball and pass as well as defend. Cags is already elite or close to it in most statistical categories. In addition to being one of the fastest players in the PL, which is ridiculous given his size and strength (and position). Put it this way, if VVD was on the open market, he’d cost over 100M. I know it was a different position but he was not home grown. If Real Madrid or Barcelona wanted him enough, who k ows what they would pay? Man United would pay a lot if they wanted him enough.
