Probably why they haven't done it for Chelsea in particular It won't happen here with 4k kids and NHS staff but my sister and her then boyfriend got tickets from the local council in a supposed neutral area for the Liverpool v Villa semi final a few years back and it actually got quite nasty (in their words I must admit) because fans of either team had got tickets in the area so they will still try to be careful who gets the tickets. . This will be done with ID requirements to be shown on entry ....... there will be no exchange of tickets beforehand. If someone can’t make it then their ticket will simply not be used. Each person in each occupied seat will be 100% identifiable. that’s sort of the point of doing it - to see if they can manage it with 4K.
